The Monographपरिचय Overview

The best-known song of Tadbir (1945) and the one by which the film is still remembered: a slow Urdu ghazal sung by K.L. Saigal, composed by Lal Mohammad and written by Swami Ramanand Saraswati, who supplied every lyric in the film. The title — 'longings have fallen silent, and the sigh has lost its power' — announces the whole of its subject in a single line, and it is the sort of address at which Saigal's voice, by 1945 the most imitated instrument in Indian cinema, had no rival. It sits in the film's argument about tadbir and taqdeer on the side of exhaustion: the effort has been made, and it has failed.
The Music

Lal Mohammad wrote for a 78-rpm side, which meant roughly three minutes and no room for development: a stated melodic phrase, a couple of turns through it, and a close. What the composer gives Saigal is space — a slow, unhurried line that lets him do the two things he was famous for, the deliberate enunciation that made every Urdu consonant audible, and the fine vibrato at the end of a held note that a generation of singers spent the next twenty years trying to reproduce. No score, no session log and no instrument list survives for this recording, so nothing can honestly be said about its arrangement beyond what the recording itself carries.
The Poetry

The line the title comes from turns on a double negation that is pure ghazal technique. Longing is by definition loud — the whole tradition is built on complaint — so 'khamosh hasratein', silent longings, is already a contradiction; and then the sigh, the one gesture left to a silenced heart, is called betaasir, without effect. Both of grief's instruments are disabled in a single breath. Swami Ramanand Saraswati wrote under a renunciate's name and supplied all twelve lyrics of Tadbir, and this one shows him working comfortably in the Urdu register rather than the devotional Hindi of the film's bhajan-like numbers. No lyric text is reproduced here: the poet's dates are unknown, so the term cannot be shown to have lapsed.
The Story

Tadbir was produced and directed by Jayant Desai for his own banner, from a story by Mohanlal G. Dave, and became the fifth-highest-grossing Indian film of 1945. Saigal played Kanhaiyalal opposite the teenaged Suraiya as Saguna — a pairing that existed because Saigal had heard Suraiya sing at a rehearsal for another Desai production and asked that she be cast opposite him. By this point Saigal's biographers are explicit that alcohol had begun to affect his work and his health; he had a little over two years to live. The film has left no preserved synopsis, so how this ghazal sat in the narrative is unknown.
The Legacy

Tadbir itself is not in circulation as a film; what survives of it is the record shelf, and this is the side that kept the title alive. It belongs to the small group of late Saigal recordings — with Shahjehan (1946) and Parwana (1947) — that listeners reach for when they want the voice at the end rather than at its 1930s peak, and it is the single strongest reason the name Lal Mohammad is still occasionally spoken in accounts of 1940s film music.

Margin Notes'

Composer Lal Mohammad left almost no footprint in the standard histories of Hindi film music; Tadbir is the score by which he is still named, and even the spelling of his name varies across catalogues.
